JOB TITLE: LSO Technical/Senior Community Channel Operator:

JOB SUMMARY:
The LSO Technical/Senior Community Channel Operator is responsible for on-air quality, audio/video monitoring, timing accuracy, on-air graphics, ad insertion, routing/switching, program acquisition, program preparation, basic editing/dubbing, basic paperwork, and high-level troubleshooting within the Local Stations Operations multi-channel broadcast control room. The LSO Technical/Senior Community Channel Operator must be able to adapt and adjust to planned or unplanned additions to the department for the various systems, channels and networks LSO serves in the present & future.
The LSO Technical/Senior Community Channel Operator is a cross trained position and must be able to maintain their status & uphold their duties as a LSO Technical Operator as well as be able to adapt from the CC work area to Operations work area on a daily basis. Per the direction of LSO Supervisor, the LSO Technical/Senior Community Channel Operator will serve as a liaison to the LSO Technical Operator staff by communicating updates of tasks, duties and functions in the CC area that are shared responsibilities for all LSO Operators.
The LSO Technical/Senior Community Channel Operator reports directly to the Local Stations Operations Manager
There are no direct reports to the LSO Technical/Senior Community Channel Operator.
The LSO Technical/Senior Community Channel Operator will interface directly with Organizations outside the company who produce content for the Community Channel to ensure all content meets the technical requirements to be put on air.
ESSENTIAL JOB FUNCTIONS:
The LSO Technical/Senior Community Channel Operator is accountable for:
- Executing assigned tasks and functions for the various systems, channels and networks LSO serves
- Monitoring all media prior to air and on-air for audio/video quality, timing accuracy; and content per FCC and Local Stations guidelines;
- Maintaining “military time” with a 24-hour clock so all programming and advertising is accurately aired;
- Resolving minor on-air problems within the scope of the operator function and timely reporting of all outstanding problems
- Maintaining accurate descriptions of performance and discrepancy reports for all networks in an objective professional manner; providing and distributing other logs such as TRTs; to appropriate personnel;
- Maintaining an “On-Air Image Style” that conforms with the BCSN, NLL, BCSNE, and The Community Channel and Local Stations standards
- Operating DSK (down-stream keyer) including character generators and logo inserters for relaying video graphic information to viewers;
- Preparing programs; includes sub-clipping and ensuring the timing accuracy of play-to-air automation logs;
- Operating recording, routing, switching and monitoring devices per daily programming schedules and play-to-air schedules including manually switching/cueing programs/commercials/graphics to air as needed;
- Monitoring all equipment and report any deviancy to management and engineering;
- Performing High-Level (basic) equipment troubleshooting and resolutions with instructions from supervisor or
technical support (restart software applications, hot-swap cards/drives or power cycle) of computers, servers,
recorder/player devices and software; and reporting status to engineering and supervisor;
- Troubleshooting with engineering and/or phone tech support for high-level (basic) remedies on Local Stations equipment;
- Operating within media asset management procedures; including assisting with tape library inventory control;
- Verifying program format/segment time sheets
- Relaying formats and other relevant program or spot data to appropriate personnel for the creation, revision or reconciliation of ad insertion or program schedules;
- Contacting live event producers, directors, uplink and master control operators to coordinate live event feeds and commercial formats; and verifying start times, coordinates and trouble contact phone numbers for live events; able to accurately do a 2:00 countdown to air to the director on the phone for live events; and notifying production personnel of problems;
- Operating fiber optic receiving equipment for live and tape delay events;
- Using NLE (non-linear editing) systems to edit projects & highlight reels as assigned;
- Modifying automation schedules per procedure for resolving gaps and overrun conflicts; and scheduling offsets; making minor schedule, program or commercial adjustments to the daily logs, per instruction of Traffic or Local Stations Management
- Operating the switching and automation systems to execute Join In Progress (JIP) steps per procedures;
- Encoding/ingesting of commercials and programming for all Local Stations networks and local ad insertion across the video platforms; including fiber feeds or other transport methods of delivering media; ensuring audio/video quality and timing accuracy during the encode/ingest process;
- Operating the spot insertion user interface; includes making minor scheduling adjustments per procedure or as directed by Traffic;
- Proofing the accuracy of ads and information from ads;
- Purging or Deleting media assets such as old logs, programming, schedules & spots per the direction of Local Stations Manager, Lead Technical Operators or Traffic Coordinators as directed;
- Assisting department administration with various paperwork responsibilities as assigned including Affidavit of Performance, Usage Reports, Logs and Reports;
- Adhering to FCC regulations;
- Scheduling programming and distribution of Community Channel schedules;
- Uploading Community Channel schedule guide data;
- Scheduling and maintaining accurate non-duplication and syndicated exclusivity logs;
- Distribution and collection of applications for Public Access and/or Leased Access Programming;
- Acquiring and disseminating new season syndicated programming information;
- Distribution of syndicated programming flight dates and schedules;
- Notarizing Affidavit of Performance and returning to appropriate distribution partners;
- Adhering to Local Stations departmental guidelines;
- Adhering to the Company's policies and procedures, including the EEO guidelines, at all times;
- Performing miscellaneous departmental duties as needed.
Job Requirements:
Education and Experience
- High School diploma or equivalent-Required
- Notary Public - Required
- Two years prior work experience as a Local Stations Technical Operator at Buckeye Broadband, demonstrating an acceptable performance level and the skill to perform at a senior level - required
- Knowledge of editing and switching equipment-Required
- Associate or Bachelor Degree in Broadcasting, Electronics/Computers, Engineering, or a related field-Preferred
